Context

Issues:
Bañado Norte is a geographic area of the city of Asunción where the neighborhood of Chacarita is located. Around 1,000 families live in 5 flood-prone areas in this urban area, in informal settlements close to the river’s influence area. The neighborhood is affected by severe flooding every year, displacing its population for weeks, months, or even years to other areas of the city.

Project objective:
To implement a Social Development Plan for mediating in the process of resettling families affected by the floods, supporting them in their decision to voluntarily move to a safer dwelling and facilitating their adaptation to a new environment and home. At the same time, the community is strengthened in terms of citizen participation, coexistence and social integration.

Scope: Municipal, with focus on Bajo Chacarita neighborhood, Bañado Norte, Asunción.

Results

Achieved Results:
Intervention territory characterized geographically, technically and socially, Chacarita Baja neighborhood 80% of families voluntarily resettled 58 elected leaders, 30 in election process Creation of subcommittees and neighborhood commission, and strengthening of leadership for increasing political and civic participation (or political voice) Training in proper new home use and maintenance.

Expected Results:
Posing this methodology as a model to follow for other state interventions, considering that there are approximately 20,000 people experiencing this situation in nearby areas; Implementing a social integration and sustainability process in the neighborhood from a support process.
